The industry is asking the wrong question. Here is what we should be asking instead. 
When Oxfordshire County Council withdrew footfall figures supplied by Huq Industries from its public monitoring reports in early 2026, the predictable response rippled through the location analytics industry: how do we make footfall data more accurate? 
It is a reasonable question. But is there a more useful one worth asking? 
Not because accuracy does not matter &#8211; it clearly does, and we address the Oxford situation directly in a separate article [link: Oxford’s Withdrawal of Huq Data], but because even accurate footfall data &#8211; counted with perfect precision and validated against every available benchmark &#8211; still tells you surprisingly little about what is actually happening in a location. 
Even perfect footfall data has fundamental limits. Here are five of them.

Every footfall figure is, at best, an educated estimate

Physical cameras can count pedestrians at a defined point with reasonable precision &#8211; though even then, multi-counting, camera angle, and occlusion create noise. But one camera on one street tells you nothing about what is happening around the corner, in the market square, or down the side streets where independent businesses thrive or struggle. 
All other models &#8211; built from mobile signals, app data, and location panels &#8211; are statistical extrapolations. Sophisticated ones, certainly, with many inputs: weather, events, car parking, transport patterns, historical trends. But extrapolations nonetheless. At the end of any model chain, there is always an assumption, a weighting decision, a confidence interval that quietly acknowledges the uncertainty. 
The only way to know with absolute certainty how many people visited your town centre is to count every one of them. That is not going to happen. So the figure on the dashboard is always an estimate. The question is not whether it is perfectly accurate &#8211; it cannot be. The question is whether it is consistent, validated, and useful enough to support the decisions made on the basis of it.

A single number hides everything that matters

Footfall goes up. Footfall goes down. Neither tells you why &#8211; or whether it is good news. 
Consider an event day. The headline figure looks strong: visitor numbers are up twelve per cent. But examine the behaviour underneath. The town is full of one-time visitors who came for the festival, while regular shoppers &#8211; the sustained commercial lifeblood of local retail &#8211; stayed away because parking was unavailable. Net new visitors: close to zero. Net new trade for the high street: difficult to establish from a single counter. 
Or consider the reverse. Footfall is flat. But dwell time is up, spend per visit has increased, and the proportion of visitors from the primary catchment &#8211; residents within a ten-mile radius who are likely to return &#8211; has grown significantly. By the headline metric, nothing happened. In commercial reality, something important changed. 
The aggregate masks the behaviour. Behaviour is what drives retail decisions, planning strategies, investment cases, and regeneration programmes. A metric that cannot distinguish between these scenarios is not wrong, exactly. It is simply not asking the right question.

Not all visitors are equal &#8211; but footfall treats them as if they are

A tourist killing time before a train, a local doing their weekly shop, and a first-time visitor discovering the town all count as one in a footfall figure. Their economic contribution is completely different. Their likelihood of returning is completely different. Their signal value to a retailer choosing between locations, or a local authority evaluating a transport intervention, could not be more different. 
Has a change in the retail mix attracted a more affluent demographic &#8211; or pushed one away? Has a new leisure offer brought in younger visitors who will become long-term residents? Has a shift in transport links opened a new catchment or severed an existing one? Footfall registers none of this. It counts bodies. It does not understand people.

Footfall tells you what happened. It cannot tell you what to do.

By the time a monthly footfall report lands on a desk, the moment has passed. The event is over. The campaign has concluded. The retailer has already chosen a different location. Footfall is a rear-view mirror &#8211; useful for accountability and trend analysis but limited for active decision-making. 
What place managers, retail directors, and destination teams need is forward-looking intelligence: an understanding of what conditions drive the right visitors, at the right times, with the right behaviours. Which combination of weather, events, transport, and retail mix is likely to produce a strong November Saturday? Which interventions &#8211; a new anchor tenant, a change to parking charges, a Thursday morning market &#8211; will move dwell time and spend rather than just raw visitor numbers? Footfall cannot answer those questions. Predictive, behavioural intelligence can.

Optimising for footfall creates the wrong incentives

When a town’s primary success metric is a visitor count, it optimises for a visitor count. A pop-up market drawing ten thousand browsers gets celebrated. A boutique quarter bringing two thousand high-spend regulars goes unrecognised. A one-day festival looks like a triumph; a steady week-on-week increase in catchment penetration goes unmeasured. 
It is the digital equivalent of optimising for page views rather than conversions. Organisations that govern by footfall risk making decisions that look strong on a dashboard but hollow out their long-term commercial vitality, retail diversity, and community character. Available data consistently shows, for example, that visitors travelling from three or more miles away dwell significantly longer than those arriving locally &#8211; on average nearly twice as long. That distinction is invisible in a footfall figure but critical to decisions about parking provision, event programming, transport investment, and marketing targeting. It is the difference between understanding your location and simply counting the people in it.

Here is what happened. Oxfordshire County Council had contracted Huq Industries to provide footfall and consumer spend data as part of its monitoring programme for Oxford’s temporary congestion charge, introduced in October 2025. In December 2025, November’s footfall figures were published as part of that programme. When those figures were subsequently compared against other data sources that became available in January 2026, anomalies appeared that could not be explained. The council removed the data from publication — acting, in its own words, so as not to be misleading. Huq acknowledged that a dataset rebalancing implemented mid-2025 had produced inflated figures in densely populated areas, including Oxford city centre. The council then procured pedestrian data from a second supplier, MRI Software, which uses physical on-street counters.
What the situation invites us to ask is not simply “what went wrong” — but something more useful: if the underlying data was not the fundamental problem, what was? That is a more interesting question, and one worth the location analytics industry taking seriously.
The Methodology Question
Huq’s proposed response included announcing the addition of a new data provider to roughly double their panel size and increase raw data points by approximately three times. Additional data sources can certainly add resilience — more input signals, broader coverage, reduced dependence on any single panel.
But Oxford is not a data-sparse environment. It is a busy, densely populated UK city centre — precisely the kind of place that generates abundant mobile signals and location data. The challenge identified was a change to how data was processed, weighted, and modelled — a change that produced results diverging from real-world activity, which only came to light when the figures were compared against other available sources.
The question this prompts is whether more data, processed through the same methodology, addresses the root issue — or whether methodology and validation are the variables that need attention.

Something is happening to the UK’s parks and green spaces that most visitors have not consciously registered but are already responding to. The football pitch is now a wildflower meadow. The mown parkland has become a no-mow zone. The formal recreation ground has been replanted with native hedgerows and left to do its own thing. 
This is not neglect. It is policy. The Environment Act 2021 requires all major developments to deliver a minimum 10% Biodiversity Net Gain (BNG). Councils, trusts, and private landowners across the country are rewilding formerly active recreation spaces to hit those targets. It is well-intentioned, environmentally necessary, and happening at scale. 
But here is what almost nobody is measuring: what happens to the people? 
The visitor did not disappear. They changed. 
The assumption behind much of this policy is ecological. Hit the habitat targets, plant the right species, maintain the corridor, report the biodiversity units. The measurement framework is built around nature, not people. And on its own terms, it works. 
But green spaces are not just habitats. They are places where people walk, run, play, sit, think, and decompress. When you rewild a recreation ground, you do not simply change the planting scheme. You change the experience. And when you change the experience, you change who comes, how often, and what they do when they get there. 
The families who used the football pitch on Saturday mornings may stop coming. But nature walkers, birdwatchers, dog walkers looking for quieter routes, and families drawn to a wilder, more exploratory environment may start. Dwell time patterns shift. Visit frequency changes. The catchment may widen as the space develops a reputation that reaches beyond the immediate neighbourhood. 
None of this is visible in a biodiversity audit. And very few organisations are tracking it. 
Rewilding without visitor data is a policy blind spot 
This matters for reasons that go well beyond curiosity. Councils and trusts making rewilding decisions need to demonstrate social value alongside ecological value &#8211; particularly when the space being rewilded was previously used for active recreation. A community that loses its park and gains a meadow it never visits is not a policy success, however many biodiversity units it delivers. 
Funders increasingly want to see evidence that green space investment is reaching people, not just meeting habitat targets. Natural England, the National Lottery Heritage Fund, and local authority planning departments all have a stake in understanding whether rewilded spaces are being used, by whom, and how that compares to what was there before. 
Without visitor behaviour data &#8211; footfall, movement, dwell time, origin, repeat visits &#8211; the answer to all of those questions is a guess. And guessing, when you are converting public recreation space into something fundamentally different, is not a defensible position. 
The spaces that work will be the ones that understand their visitors 
Not all rewilding projects will affect visitor behaviour in the same way. A no-mow zone in a large urban park with plenty of alternative active space is a very different proposition from converting the only recreation ground in a small town. A rewilded corridor connecting two housing estates serves a different function from a restored wetland on the edge of a National Park. 
The organisations that manage these transitions well will be the ones that know, with evidence, what is happening on the ground. They will be able to show that a rewilded meadow attracted a different but equally engaged visitor base. They will be able to identify where accessibility has improved and where it has inadvertently declined. They will be able to time interventions &#8211; signage, path improvements, community engagement &#8211; based on actual usage patterns rather than assumptions about what people want. 
And critically, they will be able to make the case to funders and communities alike that rewilding and public access are not in tension. That a wilder space can be a better-used space &#8211; if you understand who is using it and design accordingly. 
Biodiversity targets are not enough on their own 
The BNG legislation is a significant step forward for environmental policy. But it was designed to measure ecological outcomes, not social ones. As more green spaces are rewilded to meet those targets, the gap between what is measured and what matters to communities will widen. 
A rewilded space that nobody visits is not a failure of ecology. It is a failure of planning. A rewilded space that attracts a new and growing visitor base but cannot prove it to funders is a missed opportunity. And a rewilded space that quietly excludes the community that used to rely on it &#8211; because nobody tracked the change &#8211; is a problem that will surface eventually, usually at the point when it is too late to fix. 
The policy framework measures nature. Somebody needs to measure the people. That is not an argument against rewilding. It is an argument for doing it with your eyes open.
